1988 626 non turbo ignition

Is there a relay that might be sticking in the ignition causing the starter to stay on ,BEFORE I pull it all apart to replace the ignition switch and tumbler>? Also,how do you remove the horn button on the steering wheel to remove the steering wheel? Several people say to just remove the cover for the ignition and a couple of sccrews but the 3 manuals say you have to remove the steering wheel to get the lock and switch out? John,starter will not disengage when the key turns it on.The key can be pulled out of the lock and the car will still run even before this problem with the starter.I have now pulled the wheel and the switches.The only problem now is there is two wires coming into a connector on the side of the key tumbler on the left side that the solder came undone.I dont know what the wires are for and which wire goes where on the connector?
